 Island County Programs 2006

   SHELTER

Shelter in Island County was impacted in 2003 by the renovation of Navy housing which put the general population in competition for affordable rental units.  The lack of affordable housing has significantly increased the transition time out of shelter.  Marjie’s House was added in February 2005 (3 units) and Garden House in October 2005 (1 unit).

This chart reflects the nature of the majority of shelter clients – parents with young children. There were 128 households requesting shelter in 2006 that were placed on a waiting list and/or referred elsewhere.

 

HOMELESS PREVENTION (RENTAL ASSISTANCE)

 

 

Homeless Prevention was significantly increased in 2006 through funds distributed by the county via contract with the Housing Authority and approved from the adopted Homeless Reduction Plan (HB 2163).  The average for assistance per household has increased from $210 in 2000 to $337 in 2006.

Community Resources


The Backpack Program provides full backpacks to school age children K-12.

Participation has almost doubled from 2000 - 2006.

 


I
n 2000 there was a designated set aside for vehicle related expenses.

In 2001 - 2002 the need was met exclusively through community donations.

In 2003 - present, gas vouchers have been included in the request to United Way.

In2005 vouchers were increased from $5 to $10.

Solid Waste Passes are given to income eligible clients and provide a 50% discount for disposal fees.   This is a program of Island County Solid Waste and the OC provides eligibility verification and distribution as a courtesy to our community and low-income households.

The service center administers the North Whidbey Action Fund, a community fund to meet crisis needs, especially for car parts, city utilities and credit checks for housing.

The service center has continued to meet expanding energy program needs with minimal staff increase.

                       This graph reflects client geographic data for all programs.
   
                 Oak Harbor represents the majority simply because it provides
                 more opportunities to access affordable housing, employment
                 and resources.
