Transitional Housing Case Management  
     The Island County service center has 12 families active in transitional housing.  Vouchers are
     administered through the Housing Authority of Island County and provide up to two years of assistance. 
    
Clients are contacted monthly to assess progress towards identified goals and reviewed on a six-month
     basis to determine compliance for renewal of the voucher.  In early 2005 with the addition of Marjie’s
     House another 4 units will be added to the inventory of available transitional shelter.

Community Resources 

  • 294 Backpacks complete with supplies went to school age children
  • 196 gas vouchers issued
  • 344 County Solid Waste passes issued
  • 1335 Foodstamp Outreach contacts
  •  North Whidbey Action Fund (for crisis expenses not covered by other funding sources) - $4988 serving 72 families
  • Kinship Care Support Program * – provides short term emergency assistance to kinship caregivers to facilitate care of their relative children – 3 families served

Community Jobs Community 
     Jobs is a contracted program through DSHS providing intensive case management services to referred
     clients with significant barriers to employment, allowing them opportunities to increase their skills and
     address issues.  Currently the service center has 5 individuals under contract and placed in employment
     situations.  The existing contract allows for up to 12 referrals.  The program has secured placements at
     WAIF Thrift Stores, both Oak Harbor and Freeland, Skagit Valley College and Island County Parks 
     Dept. This continues to be a program that experiences serious funding restrictions.

Community Voice Mail (CVM)

  • Participating agencies using CVM =  10
  • Total # of  client users Jan 1 – Dec 31, 2004 =  89
  • Total #  of clients served to date =  382

Objectives and self reported outcomes from those using voice mail: 
     70%  who were looking for housing found housing

     61%  who were unemployed found employment
     69%  used CVM for safe communication
     61%  used CVM for health care and received it promptly

Energy Assistance and Weatherization
    
LIHEAP applications funded 2003-2004 season  =  756

     Distributed $24,532 in Salvation Army Warm Home Funds to 172 families*
