SHELTER

Households seeking shelter remained heavy throughout the year. The winter months have the highest numbers of households without housing. Two hundred and eighty one individuals (281) were turned away for lack of shelter available – 140 households; 71 of those were families with children.

Single mothers with children are the largest segment of sheltered households, although we saw an increase in single women.

HOMELESS PREVENTION (RENTAL ASSISTANCE)

The Emergency Shelter Assistance Program granted through the state was reduced by almost $2,000.00 for Island County. These are non-competitive awards determined by formula allocation. Island County reports a high median income level that impacts the distribution for this area.

	The Backpack Program provides full backpacks to school age children K-12. Requests remain stable. More than 70% of backpacks are delivered to elementary aged children.

	The impact of rising gas prices has significantly affected the distribution of vouchers. In July the program was revamped to accommodate requests from area agency case managers only; no longer are walk-in vouchers issued. Vouchers awards increased to $20.00

	Solid Waste passes are income limited to those at or below 150% of the federal poverty level. They provide a 50% discount for solid wasted disposal.
The service center utilizes community donations to meet client needs that are not covered by specific program funds.

Energy Assistance Programs constitute the largest client base in the service center.
