Homeless Prevention Rental Assistance to qualified low-income households.  Limited to once in a 12-month period.  Average assistance = $302.00

Transitional Housing Case Management 
At the end of the calendar year, the Island County service center had 17 families active in transitional housing.  Vouchers are administered through the Housing Authority of Island County and provide up to two years of assistance.  Clients are contacted at minimum on a monthly to assess progress towards identified goals and reviewed on a six-month basis to determine compliance for renewal of the voucher.  An additional 4 households (women with children) were in transitional housing at Marjie’s House. 

Information and Referral 

  • Calls documented in 2005  =  3106
  • Community database entries = 432

Community Resources 

  • 287 Backpacks complete with supplies went to school age children
  • 249 gas vouchers issued
  • 227 County Solid Waste passes issued
  • 1335 Foodstamp Outreach contacts
  •  North Whidbey Action Fund (for crisis expenses not covered by other funding sources) - $6213 serving 72 families
  • Kinship Care Support Program * – provides short term emergency assistance to kinship caregivers to facilitate care of their relative children – 2 families served

Community Jobs
Community Jobs is a contracted program through DSHS providing intensive case management services to referred clients with significant barriers to employment, allowing them opportunities to increase their skills and address issues.  Currently the service center has 3 individuals under contract and placed in employment situations.  The existing contract allows for up to 12 referrals.  The program has secured placements at WAIF Thrift Stores, both Oak
Harbor and Freeland, Skagit Valley College and Island County Parks Dept.   This continues to be a program that experiences serious funding restrictions. 

Community Voice Mail (CVM) 

  • Participating agencies using CVM – 10
  • Total # of  client users Jan 1 – Dec 31, 2005 =  89
  • Total #  of clients served to date - 416

      Objectives and self reported outcomes from those using voice mail:

              62%  who were looking for housing found housing
  53%  who were unemployed found employment
              72%  used CVM for safe communication
              38%  used CVM for health care and received it promptly

Energy Assistance and Weatherization 

LIHEAP applications funded 2004-2005 season =  832 
Amount directly distributed to utilities 2004-2005 LIHEAP = $ 301,368
Distributed $29,523 in Salvation Army Warm Home Funds to 550 families*
PSE HELP  -  481 households  Energy Assistance awarded through PSE =  $186,540
Furnace Repairs/Replacements* = 17
Weatherization*  -  Families served = 24
